The authors indicate that the Association was opposed to the NHSC program during its review by Congress in the spring and summer of 1981, because it would divert federal dollars from the National Institutes of Health. Although it is true that biomedical and behavioral research was then and continues to be one of the top priorities of the Association, it is also true that.
